Background: A prominent football club in the Premier League, recognised the need to enhance its security measures to ensure the safety of fans attending matches. The club sought the expertise of Crowdguard and, following a comprehensive threat vulnerability risk assessment, designed and implemented a Hostile Vehicle Mitigation (HVM) scheme tailored to the club’s unique operational requirements.
Objective: The primary objective was to deploy a proportionate and appropriate HVM solution to manage vehicle access and enhance security before, during, and after matches at the stadium.
Approach: Crowdguard devised a phased approach to implement the HVM scheme effectively:
Phase 1 (Pre-match – 2.5 hours before kick-off):
Crowdguard installed H-stops strategically in chicanes to control the speed and access of vehicles entering the car parks and approaching the fan zone.
Vehicles underwent thorough checks for permits and authorisation before being granted access.
Phase 2 (30 minutes before kick-off):
H-stops were reconfigured to establish a hard closure, ensuring a rated solution for security.
Vehicles were completely segregated from pedestrians, enhancing safety measures around the stadium premises.
Phase 3 (Post-match – Final whistle and egress):
H-stops were relocated to a new position within zone ex, facilitating the smooth egress of fans.
A hard road closure was implemented to prevent unauthorised vehicles from gaining access to fans during the post-match period.

- Single 1200mm Unit: Can be deployed individually, providing flexibility in positioning.
- Pedestrian Permeability: Clear 1,200mm gaps between units ensure pedestrian safety while maintaining security.
- Cost-Effective Installation: Requires minimal manpower and transportation, reducing overall costs. 14 units can be transported on a pick up and trailer and 1 operative can install and manage
- Certified Protection: ISO 22343-1 certification against vehicles up to 3,500kg at 48kph.
